must provide proper documentation, help and training.
- Proper documentation on how to utilize the application submitted must be provided to the government entity system users and administrators.
- In case of code handover, proper technical documentation documents must be submitted to the government entity.

The following can be required as part of a technical documentation:
- Code structure document explaining the structure and methodology of the code
- Inline comments within the code explaining the different functions and procedures used in the code
- A database diagram document explaining the relationships between the different tables
- In case the infrastructure is set up by a specific provider, infrastructure documentation must be submitted to the government entity.
- Proper training on all tools to be used by the government entity users must be delivered by the service/application provider.
