If JavaScript is not enabled or not supported by the user agent, the government website should still function properly. i.e. Main functionality should not rely on JavaScript, which should be used only to enhance the experience.
JavaScript detection should be made in order to check if JavaScript is supported by the user agent, and for prompting the user to enable it in case it is disabled.
Parts of the page that are being updated with JavaScript (or AJAX technology) should be highlighted.
When updating a part of the page the focus should not be changed, (for example by automatically scrolling to the top).
The page must not be refreshed automatically without user interaction. If a page refresh is needed the user must be notified.
