A policy that emphasizes on the necessity for the implementation of the Web Standards and Guidelines across Lebanese Government websites has been established. The policy legally justifies the standards and guidelines and also sets the legal routes that should be followed for applying and enforcing these standards.
The policy is based on the principles of transparency, equity and inclusiveness, efficiency, credibility, participation of the public, responsiveness of the government and confidence all of which form the basis of good governance.
The main objective of the policy is to minimize the non-compliance of Lebanese government websites to the adopted Web Standards and Guidelines covering the design, look and feel, layout, content, usability, accessibility as well as security and maintenance requirements and specifications of the official websites.
The policy is to be enforced on all authorities, ministries, agencies, departments, boards, and councils within the Lebanese government and public sector that have a web presence. The enforcement and maintenance of the policy should be of the responsibility of an official administrative entity specified in the legal framework described in the policy itself.
The policy requires that the present Web Standards and Guidelines be respected when a party is contracted to build a government website and to be mandated as part of the contract between the government entity and the website development, or maintenance, company.
In their turn the standards specify a uniform method of support for the policy and provide measurable controls and requirements to achieve policy objectives. The standards define the procedures to be followed for efficiently implementing the policy requirements.
