The way some websites of the government were originally developed might hinder its webmasters from applying the Web Standards and Guidelines. This could be the case if for instance:
  • A government entity does not own the source code of its developed website(s).
  • A government website originally developed in a very complex and tangled control structure, might obstruct the webmasters to conveniently access and amend CSS files, resulting in non-compliance on the “Separation of Presentation and Content” point within the Web Standards and Guidelines.
