Multimedia and Animation

The use of motion on government websites should be kept to a minimum in order to avoid bad influence on and distraction of users providing them with enough time to read and use the content.
File sizes of animations should be kept small.
Blinking and flickering effects must be avoided.
Users must be able to pause or stop any moving or scrolling information.
Video or audio used to provide content in a webpage must not start automatically without user request or interaction.
Users must be able to stop or pause any playing video or audio.
Means to control audio volume must be provided, and must work independently from the overall system volume level.
