A team called “Standards Management Team” shall be created and assigned the responsibilities of publishing, issuing, reviewing, updating and managing the implementation of the standards and guidelines, and to enforce the enacted personal data and access to information rules regarding the government bodies and institutions websites. The team’s main role shall be:
  • Awareness and education;
  • Technical support;
  • Updating the standards and guidelines when needed socially, technically or for administrative reasons;
  • Training and capacity building;
  • Ensuring the compliance of the governmental websites with the standards and guidelines.

The Standards Management Team should be composed of members specialized in the Information and Communication Technologies according to the following:

One Team Leader

  • Duties: The team leader follows up on the day-to-day activities of the Standards Management Team. He/she coordinates with the OMSAR unit and team directors on issues related to various technical, financial and administrative issues. He/she prepares monthly reports or reviews technical reports prepared by the team. Reports to his/her Unit Director on the work progress, activities and the needs of the team. Follows up on the enforcement of the Website Standards in coordination with the auditor and manages the activities of the Standards Management Team while assisting the government entities in implementing these standards. Oversees and manages the maintenance and update activities related to the Standards and Guidelines Specifications, the Webmasters Design Toolkit and the Policy Document. He/she oversees the successful and timely completion of the tasks and insures the adequate achievement of milestones and deliverables related to the implementation of the standards on actual websites. He/she manages the exemption notifications forwarded by the office of the Minister of State for Administrative Reform and channels them to the auditor for further review.
  • Qualifications: Must hold a Master’s degree in an Information and Communication Technology (ICT) related field (e.g. Computer Engineering, Software Engineering, and Computer Science, Project Management) complemented with experience in ICT and project management related topics or otherwise a Bachelor’s degree in an ICT related field with at least five years of equivalent experience. Have an executive knowledge of the products of the Website Standards for the Government of Lebanon project.

One Auditor

  • Duties: The auditor reviews and checks the compliance of Government websites with the standards and guidelines and prepares related assessment reports. He/she monitors, notifies and recommends when an update is necessary to the products of the Website Standards for the Government of Lebanon project, especially the Standards and Guidelines Specifications, the Webmasters Design Toolkit and the Policy. He/she reviews and monitors web development and design applicability and adherence to the policy and standards requirements He/she requests external consultation and resources when needed. He/she receives exemption notifications from the team leader and forwards them to the web developers for technical assessment, then reports back to the team leader with the findings.
  • Qualifications: Must hold a Bachelor’s degree in an ICT related field complemented with at least 5 years of experience in ICT related topics (e.g. Computer Engineering, Software Engineering, and Computer Science, IT Audit). Have working knowledge of the products of the Website Standards for the Government of Lebanon project.

One or Two Web Developers

  • Duties: Provide technical consultation and assistance to government entities implementing the Website Standards and Guidelines or requesting exemption. Actively coordinate with the auditor on the correct implementation of the standards on actual government websites. Participate in the maintenance and update of the products of the Website Standards for the Government of Lebanon project especially the Standards and Guidelines Specifications, the Webmasters Design Toolkit. Report to the Team Leader.
  • Qualifications: Must hold a Bachelor’s degree in an ICT related field and have at least two years of experience in web design and development with a preferable knowledge of photo editing software, mandatory knowledge of HTML, JavaScript and jQuery, and preferable knowledge of back-end development technologies such as Microsoft .Net programming languages or PHP. Have a practical and advanced knowledge of the products of the website standards for the government of Lebanon project.
