The Lebanese Republic represented by the Office of the Minister of State for Administrative Reform (OMSAR) aims at making all governmental e-services usable and accessible to the general public despite one’s geographical location and technical limitations as well as enhancing efficiency, transparency and reliability of such services by undertaking the “Website Standards for the Government of Lebanon” project.

To meet this objective, there is a need to manage, coordinate and integrate the resulting outputs of this project across different stakeholders; this also addresses major issues most government-owned websites face in the country.

There is a need to provide a framework for addressing the key issues and challenges facing the stakeholders in applying the specifications set forth by the Web Standards and Guidelines which laid down the goals of this policy:
  • Provide a legal framework that triggers the adoption of the Web Standards and Guidelines by all current and upcoming ministries, agencies, departments, boards, and councils within the Lebanese government and public sector.
  • Outline and explain the concept and spirit of the Web Standards and Guidelines.
  • Define the rules and regulations governing the use and application of the Web Standards and Guidelines.
  • Demonstrate and authorize the logical and legal rationale and concept of the use of the Web Standards and Guidelines.
  • Describe situations and websites that might be granted an exemption from adopting and applying the Web Standards and Guidelines after the submittal and approval of an exemption request.
  • Provide a supportive policy that takes into consideration the overall national and international laws and treaties.
  • Define an institutional framework to oversee the adoption and to manage the implementation processes involved in accordance and agreement with the Lebanese government laws and regulations.
